Any item which is not being used in an order and is not locked on a shared storage component should be a candidate for offloading. If a storage block is full it should look for all empty shared storage, and order every item of the same type to the shared storage, instead of one by one. These multiple orders should be sent to a single bot until its inventory would be full then the remaining orders should go in the shared queue.
