1. created by a behavior (e.g. the three buildings with the virus warp gateways are getting their virus orders filled). Not all of these seem to work, though, as the human spaceport that's fullfilling the mothership orders isn't getting what it wants.
2. Drag and drop orders I create, but *only* if one of the units involved can move (or has an item teleporter) to fullfil the request directly. If the request would have to go through a 3rd unit carrier it won't happen, it doesn't even make the order.
