This happened two days in a row.
Attempted Recreation: Worked normally when loading up a save game, then immediately exiting.
What happens:
On exit, the game appears to close.
Steam shows it 'Stopping' but it never stops.
Immediately from here, windows starts to get funky. In general, things load halfway, start to appear, but are frozen and unusable.
Task Manager opens but is immediately frozen, you can't use it.
You can launch CMD but desynced is unable to be killed (access denied).
Windows UAC blanks out the screen but doesn't load completely either, so can't launch anything as admin.
etc etc.
Eventually the system will lock up completely and you can't do anything or move the mouse. Fix is to hold the power button and force a shutdown/reboot. The first night, I tried to reboot before the lock up but that itself locked up and couldn't finish.
Unfortunately as the game didn't "Crash" there is no crash log to send. If you have any ideas for how I can get you more info, let me know. Discord user: Seikarius
